In his 1961 column in the Observer-Tribune, U.S. Representative of the 5th Congressional District, Peter Frelinghuysen, Jr., announced the permanent establishment of the Peace Corps. The House passed the bill including $40 million for the first year to pay for the 2700 men and women in the Peace Corps in service overseas or in training in the United States.
