In 1955, William H. Conover, Jr. was elected Mayor of Chester Township, and Arnold Nichols was sworn into office as Mayor of Chester Borough. Conover succeeded Robert K. Minard, who served three years in the post. Nichols previously served as Borough Mayor for two terms prior to Lester Clee, who resigned due to a move out of the area.
